The circumference of the hats are measured from the inside. Please note, that depending on how snug you would like your hat to fit (or how thick your hair is) you may want to order 1-2" larger than your head measurement. For instance, my  head measures 22.5", I can wear a 23" snugly but I prefer a 24"+ hat.
